Today’s Investigative Special Report – January 17, 2013 “Dealing With Todays Law Enforcement Specialized Investigations” “Would Retired Law Enforcement Be The Answer To Protect Children?”

Of the 100,000 school districts in the United States there are 10,000 school districts which have hired over the years retired and off-duty law enforcement officers and security to protect students in a school environment. The major question is “How is this working for everyone across America?” This sounds harsh but is simply a reality. It isn’t working nor will it continue to work as long as the politicians and law makers focus on what type of a gun an individual owns. This ideology is antiquated and all studies have demonstrated that gun restrictions do not have anything to with when and where they are used, and on whom.

It seems every day now another shooting is occurring if not at a school, but a business environment. Basically, the mentally violent deranged animals are out of their cages and people have become their targets making them the shooting victims.

Parents and others want their children protected when in a school environment. However, this is the ‘band aid’ effect, where placing the ‘band aid’ on the problem will never stop the problem. Politicians want Americans to believe that if they restrict the type of guns which individuals have the right to own under the Second Amendment, there will be a change in people’s behavior.

Restrictions on what types of guns can own may be a method to stop the madness. Unfortunately, this does not address the major issues which are as follows:

1. How does the government stop individuals who have criminal records from obtaining a gun?

2. How does the government stop individuals who have no criminal records from obtaining a gun and shooting people?

3. How does the government monitor and control the mentally violent deranged individuals who are become obsessed with their guns and accessories and want to and do murder people?

4. How does the government say no to individuals who may be mentally violent deranged individuals who are legally capable of obtaining a gun, but the seller believes the sell is a bad idea?

5. How does the government make people who are in possession of illegal guns to register such guns?

The above questions are just the beginning of asking those who are gun owner’s questions which the government somehow in their wisdom may be capable of obtaining the information and then having all of those who have the illegal guns register them. The fear that the government wants everything they have from property to guns to money is something which continues to spew out of the white house which is alarming and a different subject matter.

The government wants people who sell guns to be psychologists. They are not trained to be psychologists nor do they want to be the gun police. If they don’t want to abide by all of the laws then there is a problem. The seller does not have the education, training, or experience to make a decision about who should own a gun or who should not.

from purchasing and owning a gun. The seller can have an individual fill out a form and then fax or email the form to those who perform background checks and they either deny or confirm the purchase.

President Obama and Vice-President Biden want the gun lawsto be about the protection of children. If this ideology is the road President Obama wants to travel it will become immediately obvious that no matter how many gun laws are passed, people will find the guns they want to own. The mentally violent deranged individual who has a monomania problem will kill whomever he has targeted and then he will turn the gun on himself.

There is no way to stop these types of individuals in doing what they have planned and set-out to accomplish. Trying to understand who these individuals is a simple process as the Federal Bureau of Investigation (FBI) has a Behavior Unit which profiles and has profiled these individuals. So what does the FBI profile say about these people; who are they and how can they be stopped? Great question, but no one including the FBI has any way of predicting behavior of a specific individual unless the individual comes under their radar. This is the catch, how does law enforcement identify and apprehend the mentally violent deranged individual before he enters a school and murders innocent children.

The preventive aspect of the awareness of who these murderers are needs to be posted on every telephone from the west coast to the east coast.

Under the new gun laws which are being introduced to restrict the types of guns people may own, therapists now have to report individuals who they are concerned pose a threat. This bill doesn’t go far enough. What the law needs to include is this mentally violent deranged individuals family, relatives, friends, peers, and basically anyone who identifies that something is not right with this individual, especially someone who in a short period of time is obtaining numerous guns, the types of guns, and ammunition which a person could fight a war with, needs to be reported immediately to law enforcement.

The utopia of what President Obama wants to change to, simply will not work. It isn’t the criminals killing students it is law abiding citizens who are killing students. These individuals are the individuals who have the right to purchase any guns and accessories and as many as they want. In fact, the person killing people have a psychology of personalities. These multiple personalities make it difficult for law enforcement to identify them, apprehend them, and etc.

In the movie “The Minority Report” the actor Tom Cruise plays a law enforcement officer and during this futuristic movie law enforcement has created a criminal justice system which identifies a future criminal act. This allows law enforcement to stop the crime from occurring. Everything goes well until Cruise is identified as someone who will commit a crime in the future.

Today, “The Minority Report System” does not exist and to date no one has created such a similar system which would stop people from committing a crime. Therefore, America has to deal with the current system in which there are no fortune tellers of future criminal behavior. Our only asset is the FBI and other professionals in the law enforcement community can profile people, when others are not yelling about being discriminated against or having their rights violated. However, it is reasonable and logical that if a life can be saved then law enforcement must do whatever makes common sensical and doesn’t violate the Constitution.

Restricting gun control by passing laws which outline which gun an individual can own will not stop the mentally violent disturbed from killing any one. What is needed is education and training to make people aware that the professionals, the experts, and those who understand violence need to begin educating the public in the type of atmosphere which promotes accountability and responsibility of the protection of themselves, children, and others.

No one can protect the future and President Obama’s actions are admirable, but in the end will not be sufficient. If he is going to expend time and money on how to curtail or prevent future shootings, he needs to create a Gun Czar who will begin a nationwide education program which is “effective.” He can establish State Agencies who have individuals who have the authority to establish and hold city meetings where people can come to hear how to protect themselves and their children. Further, a prevention videotape needs to be created to be posted all across the Internet especially YouTube and Google, which does the following:

1. Establishes just who these mentally violent deranged individuals are. Taking the FBI or any other professional violent expert’s profile which educates people about the psychology of personalities of who they are. Simply, people need to open their eyes, know who the people are who play a role in their lives, and report any odd and illicit behavior. The title of being a “snitch” should be something the community supports and advocates.

2. Establishes specific training for current or former law enforcement officers or security guards on how to handle one of these mentally violently deranged individuals. This program needs to be put into effect right now. The assumption that because the retired or off-duty law enforcement officer knows how to deal with school violence is a mistake Americans can’t and shouldn’t make. In small towns in America law enforcement agencies do not have the ability or finances to properly, completely, and thoroughly train their officers. The Federal Government which finds itself financially underwater because of the over spending of the past and current administration need to find the money to support these law enforcement and security education and training programs.

3. Establishes media coverage of who these mentally violent deranged people are. This is not naming names, but teaching Americans what the signs are to look for. Further, that if it is determined at a later time that they knew this individual was demonstrating “concerning” behavior, e.g. collecting guns and ammunition, acting odd or violent then they will be prosecuted to the fullest if they don’t take the necessary steps to contact law enforcement about what they have observed. It is time to make people understand the need to call law enforcement when things just don’t seem right.

4. Establishes programs which eliminate politicians from using children to attempt to influence others that people possessing specific guns is the problem and the reason there are shootings at schools. The problem is not this simple to understand and to stop. It will take a community of all to change things. It will take all Americans to step forward and do their part. It will take law enforcement much time to educate and train themselves and others that mentally deranged individuals generally behave in a specific way.

5. Establishes programs which teach individuals how to dial 911 when an individual is beginning to concern them. This does not mean to call law enforcement because someone put garbage in the wrong bin. This exactly means when the actions of others are concerning they need to call the police. Professionals in the community can educate and train people how and when law enforcement needs to be called. The information can become a trickle-down effect where everyone is learning and reporting. Always remember the past mentally violent deranged murderers were known in their community as being “special” something being different or wrong with their family member, a friend, a co-worker, and etc. Someone knew something again was not right with this individual, but nobody reported their behavior to law enforcement.

President Obama should take the time to communicate with Congress that he needs their assistance in building an education, training, media campaign in “Prevention, Recognition, and Reporting Program” of how to identify these mentally violent deranged individuals and how Americans can report their behavior to law enforcement.

This “Prevention, Recognition, and Reporting Program” will allow educated and trained retired and current law enforcement officers in how to investigate any complaint of a possible mentally violent deranged individual acting odd, different, or unusual.

Tomorrow when President Obama’s signs all the Executive Orders reference gun control and restrictions, it will only be a matter of time to demonstrate that this avenue of gun restrictions was the wrong road to take. I pray and hope that he is right and I am wrong. To date too many ch

ildren lives have been taken away. There can be no reason or excuse for the taking of an innocent life no matter what their age is.

The answer isn’t politics, the us against them mentality i.e. Democrats versus Republicans. However, it is about protecting everyone, and it all begins with law enforcement being responsible to protect and serve their community by establishing a strong “Prevention, Recognition, and Reporting Program.” It is time to educate and train law enforcement officers in how to recognize mentally violent deranged individuals, how to handle them, how to avert a deadly situation, and how to resolve conflict without the loss of life. The community must partner with their local, county, state, and federal law enforcement officials in finding anyway to communicate that someone they know just might be a danger to himself and others.

Ambassador Chris Stevens probably woke up on September 11, 2012, thinking about the many lives which were lost during the September 11, 2001, terrorists attack. Most Americans who were alive on September 11, 2001 knew that it was the anniversary of a tragedy many Americans will never forget or forgive.

Intelligence obtained from the Israel and Libya intelligence community allegedly warned President Obama’s administration that security should be tightened or increased at all United States embassies and strongholds in the Middle East. Rumors were circulating that there may be an attack.

Unfortunately, the Libya Embassy’s security was not provided extra security and the end result was Ambassador Stevens and three other Americans, Glen Doherty, Sean Smith, and Tyrone Woods, were dead. Under 22 USC 4865 – Security requirement for United States diplomatic facilities falls squarely on the shoulders of Hillary Clinton, Secretary of State.

Since this day, the rioting and protesting has continued and the theme, which is now in its fourteenth day, is “Death to America”. With the ever increasing security concerns worldwide and the goal to reduce the military by the current Obama’s administration, will the current law enforcement system here in America still work effectively? What if today a terrorists attack was to occur here in the United States could the government guarantee its citizens that law enforcement officers are trained and equipped to deal with this type of situation?

Currently, law enforcement deals with domestic issues and sometimes has to deal with specific groups who protest for a specific cause. Law enforcement officers are trained to deal with mobs and protestors and have demonstrated over the past four decades that they are capable of handling anything which is placed in front of them.

The violence levels of mobs and protestors has never reached a level where law enforcement has had to utilize on a daily basis an increase in the level of response i.e. using firearms to injure and kill and control them. However, if terrorists attacked their community would law enforcement know what level of force to use and have they been trained to use lethal weapons which generally are not a part of the current law enforcement uniform and accessories?

According to authors Ronald V. Clarke and Graeme R. Newman (2007) of the Oxford Journals, law enforcement has the opportunity to play a major role in preventing terrorism, due to the local intelligence capabilities law enforcement has in their communities. Further, the argument that the national security agencies can work alone is now defunct and both these agencies and local law enforcement must work together to stop terrorism from happening here in the United States.

With the ever continuing violence in the Middle East, the question city, county, state, and federal government need to consider is, “What will be the role of law enforcement if and when terrorists make the decision to violently act out inside the United States?”

The Homeland Security National Terrorism Advisory System indicates that there is no current alert at this time. Really! This alert system which is used to identify the security of the nation may trigger a response by the government specifically does not have what the role of the law enforcement officer will be if terrorists begin invading the United States soil. There are mutual aid agreements between law enforcement agencies across the United States.

After the 9/11 terrorist attacks law enforcement officers in major cities were seen walking the streets carrying semi-automatic rifles and wearing army fatigues type equipment. Multiple agencies expended time sharing the responsibility at the national airports as the airport police couldn’t handle the increase in security.

So what will the new law enforcement officer’s role be and who will take care of the domestic services they provide? Have governments across the United States taken the time to strategize with the federal government to identify what everyone’s role will be?

Terrorist’s experts George Kelling and William J. Bratton(2006) state that terrorism must be dealt with like any other crime law enforcement currently deal with. They argue that “Counter-terrorism has to be woven into the everyday workings of every department.”

Being prepared and having a plan for how to deal with terrorists and domestic services should be dealt with if it has not been. Many experts are asking these questions and like what happened eleven days ago, planning and preparing law enforcement officials is a must.

In a society where people live by the Constitution citizens have the opportunity to walk the streets without fear that someone will grab them and drag them down the street with mad men, women, and children chasing after the injured or killed individual.

To revert to the caveman’s status of dealing with a concern or a dislike does not give anyone the right to injure or kill someone. However, what if it happens here in the United States is law enforcement and the governments prepared to protect the citizens as they do when handling domestic violence?

The thought of losing your freedom to speak, practice your religion, provide for yourself or your family should not be threatened by individuals or groups who believe the citizens of the United States have harmed them in some manner.

The role of law enforcement will change forever if terrorists attack the citizens of the United States in their homes. Many would argue that the National Guard could be called out to take care of any situation law enforcement may not be able to handle. In May of 2011, President Obama sent 1200 National Guard troops to the border, but by December of 2011, he was already planning to trim the number of troops currently guarding 1,969 miles of the border. The concern and the reason for the reduction apparently came down to financial costs to keep the National Guard there. Illegal aliens crossing into the United States has never been more concerning then it is today. Currently there are 18,200 U.S. Border Patrol Agents along the Southwestern border.

Radical individuals and groups could cross the unprotected borders and come into a city and cause mass destruction upon a peaceful country. Although to date the only individuals and organizations which have crossed the borders are gang affiliated, it isn’t until something happens here in the United States, that there is an evaluation of why something occurred.

Have you ever taken the time to stop by your local law enforcement agency and ask them the ‘what if’ questions? Would you be considered different or psychological unhealthy if you were to ask a law enforcement officer on the street, “What would you do if we were invaded by terrorists?”

On September 11, 2001, and 2012 unexpected events in history occurred that the United States was not prepared for. If these ‘unexpected’ events were to occur again, could citizens turn to their law enforcement officials for assistance?

The future of law enforcement and what their responsibilities will be has been discussed thoroughly through educational think tanks. The conclusion of these think tanks is the responsibilities of law enforcement will be dictated by what society will look like and the demands of the diversified cultures will be. Law enforcement will have to adjust, become educated in crimes which are unimaginable at this time due to the technology which has been and will be developed by 2020. Terrorism is a crime which law enforcement has been preparing for since September 11, 2001.

The question which seems most logical is, “Are law enforcement officer’s trained to deal with the unexpected?” “Can they deal with a war in their community?” So many questions and where would a citizen go to ascertain the answers?

The questions could go on and on, but to date this subject is rarely spoken about. Watching factions of mad men, women, and children burning American flags, screaming obscenities towards Americans, killing their own to prove their point, should provide the local, county, state, and federal governments with the question, “What if?”

Depending on what side of the political fence you are on, you may believe you understand what effect the presidential election will have on the law enforcement community and what it means to Americans.

The jobs report was released Friday and it was not good

for Americans. You can point fingers at one party or the other stating it is President Obama’s fault or the conservatives, or both of them, but for the law enforcement community, especially those who are the first-responders, crimes continue to occur and not only are they occurring but the economy is causing some of the problems. People have grown frustrated in losing their jobs, homes, paying gas prices now over $4.00+, displaying their mental, emotional, and stress problems, little hope that they will find a job, how they will feed their family, and so much more.

Some cities recently declared bankruptcies and some law enforcement officers have either lost their jobs or their pay has been reduced to the pay of minimum wage. Either situation would lead law enforcement officials to be concerned about how they are going to protect the communities they work in and the citizens of those communities should be worried as well.

Today, in Denver, Colorado, a 19 year-old male took a hostage at a Radio Shack and shots were fired. Allegedly, the unidentified male had planned to rob the Payday Loans store, which is next store to the Radio Shack, but things went sideways and he grabbed a hostage and moved he and the hostage into the Radio Shack. It took multiple law enforcement officers, specialized units such as SWAT and other specialized officers who have dealt with hostage situations to handle the situations. The hostage was released and the perpetrator was taken into custody.

So let us look into the future for just a moment and have a discussion about reality in the law enforcement community. Taking the Denver, Colorado situation which occurred Friday, if the city or county councils, state legislatures, or the Federal Government decide to begin reducing their law enforcements budget, the first thing to go will be the manpower i.e. first-responders on the street.

Those who are employed to protect and serve may not have a job in the near future. With some cities, counties, and states declaring bankruptcies or about to declare bankruptcies the first to go in the public service divisions will be law enforcement jobs.

Recently in the county of King, in Washington State, many deputy sheriffs have lost their jobs due to budget constraints. It is only the beginning of what is to happen nationwide. The problem is no one and this means no one has come up with a plan to get the economy moving forward in the local, county, state, or Federal Government arena. Nobody is spending their money or saving their money as they have no idea what the future holds.

Of course President Obama, Vice-President Obama, Governor Mitt Romney, and Congressman Paul Ryan believe they have the answers to solving the economy. President Obama’s and Governor Romney’s economy plans are miles apart, and until the election is over the citizens of the United States, which includes law enforcement officials, jobs are on the line. Even then the winning party may not be able to stop the downward spiral.

So who will secure the jobs of law enforcement officials? Most importantly if the law enforcement community is brutally dissected to a minimal police force, the law enforcement community will not be the only people who will suffer.

Those who will suffer will be the citizens in the communities whose crime rate is higher than it ever has been in years. Homicide rates have risen to unacceptable levels in most of the major cities in the United States.

These politicians want you to believe that the formula to these questions is simple and law enforcement jobs are not at risk and safety is a number one priority for those who live in high-crime neighborhoods, but where are the indicators that things are changing.

President Obama advocates that building a bigger government is the way to keep law enforcement officers on the streets. Governor Romney advocates that investing into small businesses will keep law enforcement on the streets and communities safe.

The differences between the two parties may not resolve some of the cities, counties, states, and Federal Government financial problems. Let us examine President Obama’s plans. In order for law enforcement officers to keep their jobs, the President would need to have the money to funnel into these government agencies. Unfortunately, the 16 Trillion National Debt has people more than concerned, but has predicted that if the President continues on his plans to spend more money, the United States does not have the money to pay for the entitlement programs as well as law enforcement budgets. The financial experts are of the opinion that the Federal Government is on their way to bankruptcy and he will be a one-term president.

Governor Romney believes that if the government agencies invest into small businesses, people will be hired, a positive increase in revenue would be created and law enforcement jobs would no longer be in jeopardy. The positive facts about the Governor’s proposal are that history has demonstrated that investing into small businesses has turned the economy around, where building a bigger government won’t and hasn’t worked. Of course the citizens have their responsibilities in paying their taxes if they have jobs to do so.

Either leader, President Obama or Governor Romney have not told you, “By the way if we are both wrong, the criminals will be taking over, because no one will be at the crime scenes to protect the innocent and apprehend the criminals.”

Studies have shown that when there is a reduction in the number of law enforcement officers, there will be an increase in criminal behavior, and activity. This analysis is common sense at its best. It is like taking all of the correctional officers out of a prison and leaving the prisoners to run the prison.

In Los Angeles, California Friday, criminals abducted a woman who works at a local bank, went to her home abducted her, and strapped a bomb on her. Then they had her drive to the bank in which she is an employee, told them she had a bomb and had the other employees throw money outside the door to the bank robbers. The door where the employees threw the money out just happened to be the door where there were no cameras. The facts of this case are under police investigation. It appears that the abduction and robbery may be an inside job.

As a citizen you should be concerned about what happens to your local, county, state, and Federal law enforcement officers. It does matter who you vote for and this author will leave that up to you.

However, it is my concern and should be your concern of which political party has the answer in keeping our law enforcement officials on the street preventing, protecting, stopping, apprehending, prosecuting, and imprisoning those who commit crimes.

If the citizens in their communities do not step forward and ask the politicians about what happens if President Obama is re-elected or Governor Romney is elected, “What will happen to the men and women who wear the uniforms 24/7?” Then where is the protection of life, liberty, and happiness?

As the title of this article states, there are 58 days until the presidential election is decided. So the question(s) are do you know which politician will have the greatest positive effect on your communities public services? Is it Obama’s or Romney’s plan which guarantees that law enforcement are safe from being a casualty of an economy which has not been this bad since President Jimmy Carter was in office?

Do your research and make your vote count. Ask you political party for specifics and details when it comes to which politician will guarantee your safety, protect your family, your home, your job, your co-horts, and so forth. Shouldn’t you know what will happen to the law enforcement community, if one of these politicians are victorious.

Over the next 58 days, take the time to do your due diligence in finding out how the presidential election will affect not only you, your community, but also the law enforcement officials who put their lives on the line every day to protect and serve you. They deserve your best. Give law enforcement the opportunity to strive and survive and you can do this by asking your political party what they are going to do to keep every law enforcement official employed and ultimately guarantee your protection and safety.
