Over the past three decades the majority of law enforcement officers come to the job with an undergraduate degree. Recently, many officers bring graduate degrees as well.
Education is financially rewarded by many of the law enforcement agencies as an added bonus and incentive to recruit potential candidates. Further, those officers who have undergraduate and graduate degrees will have a greater opportunity to potentially move up the chain of command.
The responsibility of training their officers is the agencies sole responsibility. As soon as the officer is hired by the agency there are state laws which require the officer will have to attend the state police academy. Depending on the state, the police academy can range anywhere from four to six months in duration.
Once the officer has graduated from the academy, the officer will then be placed into a field training program with his/her agency. The duration of the field training program being determined by the individual agencies policies and procedures, but generally the programs duration is three to five months.
The education the officer possesses will be based upon the undergraduate of graduate degree they obtained and which colleges they obtained the degree(s) from. This is where some officers will have an advantage over other officer’s because of the specific curriculums and the higher learning college they attended.
Examining and evaluating the education and training an officer receives over a specific time frame will most likely project which direction their career will be focused on. There will be some officers who want to work in the Operational Division i.e., patrol or the Criminal Investigation Division i.e., detective, child sexual abuse investigations and sexual assaults.

Sometimes the newly hired officer will have the unfortunate experience of being trained by a field training officer who operates on “autopilot.” “Autopilot” in law enforcement are officers who go through the motions in their specific investigative assignments.  They know the policy and procedures of what is required of them and this is how they approach and handle their investigation. They don’t do anything more than what is required of them. This is the type of officer an agency and the community doesn’t want investigating sexual abuse/assault type cases.
These types of officers (autopilots) are the norm, not because they are lazy, uneducated, or untrained, but it is the easiest investigative method and technique to accomplish their jobs. If an investigation requires they take a witness statement and prepare a report, then this is all they will do.

So how does an officer stay away from becoming one of the norms and instead flourish and have the reputation that they are a motivated, innovative, and a creative law enforcement officer? There are several steps an officer can take to be the best he/she can be:
1.      After their one year, probation has been accomplished, and then the officer needs to find an area of expertise they want to pursue and develop their knowledge of how they can become an expert in this field.
2.      The officer needs to know each and every general rule, guideline, policy, procedure, and process in their law enforcement agency. They need to have the basics memorized and capable of reciting them if any situation arises and there are questions about how a specific task needs to be accomplished.
3.      The officer needs to become an avid reader in their field of interests. There are thousands of books on crime scene investigations, interviewing, crimes, criminal profiling, and so forth. In order to change their status from novice to expert they will need to set aside time everyday to read and read and read.
4.      The officer needs to attend workshops, conferences, webinars, or any other educational venues on the subject matter they want to become an expert in.
5.      The officer needs to volunteer in their unit and division in their department so they can determine if they want to set their goals and aspirations in this field of being a police officer. The volunteering needs to be outside their specific assignment.
6.      The officer needs to interview experts in the law enforcement field who are known as being the top in the field they are interested in. These experts can be inside their own department or part of other law enforcement agencies.
7.      The officer needs to locate websites, journals, publications, and other resources which can assist the officer in learning what the scientific ideologies are in reference to their field of study.
It takes much effort and dedication to become one of the best in the field of study that a law enforcement officer wants to pursue. The technical aspects of being competent and intelligent, requires the officer to develop a short-term and long-term training and education action plan. Preparation is necessary so milestones, when accomplished, can be checked as completed.
The degree in which the officer wants to take his/her level of expertise will be determined by the officer, their available time, finances, work, and other professional and personal factors. Once the officer has accomplished their training and education action plan it may be time for the officer to begin applying within his/her department for the specific investigative position they have put their time in to become qualified for and an expert in.
The decision to be on “autopilot” in child sexual abuse cases depends upon the pedigree of the officer. If they were born to be an individual who has always accomplished goals and desires by doing the minimal than they will be on “autopilot” during their law enforcement career. It takes a special type of officer to investigate allegations of child sexual abuse. The officer must be willing to present an attitude of neutrality and objectivity at all times. It is easy to sit back and watch an investigation develop on its own or the officer can direct the investigation documenting all facts and evidence.
If an officer wants to be an expert in the field of child sexual abuse investigation, then the officer needs to expend time working in an investigative field such as burglary/larceny obtaining experience and learning how to develop relationships with other detectives, patrol officers, management, and the local prosecutors. This experience is invaluable and should be one of the short-term training and education action plans.
It takes a special type of person to be a law enforcement officer. Further, selecting the specific avenues the officer desires to take may determine the longevity the officer will be employed as an officer. Most individuals who become officers stay with the agency until retirement or another opportunity presents itself.
The type of officer law enforcement management and the community wants on their police force are intelligent and competent officers who do not support those officers who live on “autopilot.” The type of officer everyone appreciates, desires, and respects are those who plan out their future. When provided an opportunity to perform an investigation, conduct it in such a manner that there are no questions about the integrity of the investigation. The quality of the motivated, creative, and innovative officer generally is considered the type of investigation the community appreciates. If you are a law enforcement officer are you on “autopilot?” Or are you an officer with a specific vision to be the best you can be not just today, but tomorrow and the future.

You, a law enforcement officer, were riding with your partner when you received a radio call that there is a possible domestic violence occurring in your district, approximately two minutes from your location. You tell radio that you and your partner are close and will take the call.

Upon arrival you and your partner pull up in front of the residence where the possible complaint was made. A large group has gathered outside as well and you try to separate them. Someone in the group tells you and your partner that two people live in the house, a married couple, Betty and Sam. Upon further questioning you ascertain that tonight there were loud voices, shouting and screaming in the house which is very unusual for Betty and Sam, they aren’t the type of people who would get into a verbal altercation. One of the African American male witnesses tells you he heard one shot as the verbal altercation seemed to escalate. No one else in the crowd remembers hearing the shot.
You and your partner walk up to the front door and knock. The door is partially ajar and your partner, who has his holster empty, gun by his side, pushes the front door open. Immediately to the left there is a male body approximately 30-35 years of age, 185 to 200 in weight, difficult to see how tall he was at that time, but assumed he was approximately 6’0”. His hair is short on the top, cut like he might be in the military. His body is in a prone position and he is lying in a pool of blood. Apparently it is his blood, which is oozing from an injury to his frontal lobe.
Sitting on a recliner chair is a white female approximately 20-25 years of age, guessing at her weight to be 125, 5’ tall, long straight blonde hair. She has her face planted into one of the pillows which may have been taken from the couch. She looks up at you and then with the same motion she used to look at you, she puts her face back into the pillow. She has been crying.
Your partner checks the male for a pulse but finds none. You ask her what happened and she doesn’t move, say anything, or acknowledge you or your partner’s presence. After several seconds you ask her if there is anyone else in the house. She shakes her head no. You nod to your partner to check out the rest of the house, a one floor rambler with a daylight basement. After a few minutes your partner returns and shakes his head, indicating no one else is in the house.
In solving the crime, things are looking up as you have neighbors who alleged they heard what appeared to be an argument occurring in the house. No one has mentioned anyone coming or going, and after a few minutes of listening to the yelling and screaming one gun shot is heard coming from inside the residence.  
You ask radio to send a medic unit, a supervisor, a crime scene technician team, medical examiner, and the major crime detectives who are assigned to this specific district for where the crime occurred.
As everyone you have requested comes to the crime scene you tell your version of what the facts are over and over, as well as your partner. As you tell your version of what you and your partner observed something doesn’t seem right everything is so ‘obvious’. Each time you tell the story, t

The facts of the case are clear (or are they) and from an investigative stand point you and your associates should be able to wrap up the evidence and call it a night. As long as everyone does their job!
Too often this type of response by law enforcement occurs and the effort put forth by the responding unit is “minimal effort,” you call for others to do their jobs, and relinquish the crime scene once the supervisor arrives or the district homicide detective arrives.
The freedom to do other tasks is left to the specialists such as the crime scene technicians who will identify, collect, and package the evidence for storage and later analysis. The medical examiner will check the body for wounds providing the district homicide detective with an initial hypothesis of how the male victim expired. Your supervisor will have you assist the detective in performing any tasks he deems necessary for you to do.
Everything you and your partner did from the time you received the call until you made the calls for the specialists to respond to the scene could you say you did you did more than what is “obvious?” This is the question most supervisors, who will eventually read your paperwork, and others, such as a defense attorney, will ask you when you are requested by the district prosecutor to testify.
The district prosecutor will walk you through the entire set of circumstances of the radio call that night, and what you and your partner did. The questions will be very basic and narrative oriented and your testimony will take only a few minutes. Unfortunately for you the defense attorney will not be as kind to you.
The defense attorney’s job is to point out to the jury that you only took the “obvious” investigative steps prior to making the radio call for assistance. If the woman, who was found in the living room, was arrested and eventually charged with murder, took advantage of her Miranda Warnings and requested an attorney, the only way the defense attorney may be able to prove her innocence is by attacking your investigative steps from the time you received the call until you turned the crime scene over to the district homicide detective.
The feeling you had prior to leaving the scene that night begins to come back to you. You try to focus on the questions the defense attorney is asking you, but you begin to question, “What exactly were those feelings you had during your time at the crime scene that night?”
You are dividing your time between listening and feeling, and then the defense attorney asks a series of questions which you know will not only embarrass you as a law enforcement officer but the case in chief. In fact, your answers may prove to be the reason the woman in the room that night and now being tried for murder may just go free.
The defense attorney asks you, “Officer, besides what you told us here today, were there any steps you could have taken to ascertain what happened that night in my client’s house?” You hesitate to answer this question because you know if you answer the question one way he will ask you a series of questions which will make you look incompetent or ask you questions which will make you look not only incompetent, but lazy and stupid. Your answer has to be the truth and you tell him, “No sir that is all I did.”

He walks toward you and asks, “How many voices did the people outside my client’s home hear on the night of the shooting?” You respond, “I don’t know.”
He continues, “How many people had a view into my client’s house that evening?” You respond, “I don’t know.”
“Officer, when you came into my client’s house how many people had been there during the shooting?” You respond, “I believe the defendant and her husband.”
“Are you sure that my client and her husband were the only two people in their home that evening?” As he turns to the jury and looks at them from side to side waiting for my answer. You respond, “I don’t know.”
He then changes his questioning to what you and your partner did after you were inside the house. “Did you check to see if the back door was locked or unlocked?” You respond, “My partner checked the house to ascertain if anyone else was in the house”…he interrupts me, “And do you know if he checked the back door to ascertain if the door was locked or unlocked?” You respond, “I don’t know.”
The exchange between a defense attorney and a law enforcement officer can be brutal for the officer if he/she didn’t take the logical and reasonable steps to perform tasks which are outside the “obvious.” Anyone could testify that there was one person dead and another sitting in a chair with a gun close by. It is the investigative steps an officer takes which are developed and built upon their ‘sixth sense’. The innate ability to understand what the crime scene tells or doesn’t tell him/her is what others will judge the officer’s competency and intelligence on.
The intent of this article was to demonstrate that anyone who is a law enforcement officer and is responsible to investigate an allegation that a crime took place, must take investigative steps which are based upon what the crime scene tells them. In the above case there were a multitude of investigative steps a responding law enforcement officer should have taken once the crime scene was secure.

After listening to the officer’s rendition of what investigative steps he/she took and you have more questions then when you began, then more than likely there is a need for further information to have been developed. Finding the truth is difficult for the most part, as generally there are two people involved, no witnesses, and minimal evidence. It is what they call he said, she said. The officer’s involvement can either be helpful or a hindrance. In the end you will have to decide what the truth most likely is.

Just because there were no arrests or publicity of the athlete acting out in some manner years ago, the appearance that everything was alright should not have been an indicator that there were no problems occurring behind the scenes.
Law enforcement played a significant role in the 60’s through the 90’s in protecting their local 
athletes. Instead of placing the athlete under arrest, telephone calls were made and the professional athlete was dealt with in a manner that kept his conduct hidden from the public’s eye.
Then a new type of law enforcement officer came into the profession, and the professional athletes were no longer held in such high esteem.  Law enforcement officers no longer found ways to hide the illegal behavior of the athlete. Instead officers began issuing traffic tickets, arresting the athlete for driving under the influence, assault, domestic violence, drugs, murder, and etc.
In the past some of these crimes could have been handled by making a telephone and having one of the athletes team managers come to the alleged crime scene and take custody of the athlete.
The media became interested in making an athlete’s life public, by following them wherever they go, interviewing people who know them, would be at the steps of the courthouse in dealing with the criminal justice system, follow the criminal charges, and etc.  The “microscope media mentality” has been underway for some years now, where in the past media stories were put on hold and hidden before the reputation of the athlete was brought to light by an article.
The new social networks media has brought about an instantaneous reporting manner in which the majority of arrests are made known so quickly that millions of individuals and organizations break the story before the athlete is released from custody.

The past two weeks the NFL has had to deal with two deaths which have brought concern from many in law enforcement, social network media outlets, professional athletes and organizations, and Commissioner Roger Goodell that there are major problems occurring in too many athletes’ lives. Many of these problems have led many people to ask the question about what is Goodell and law enforcement doing to curtail or stop these incidences from occurring. Is law enforcement somewhere Goodell could turn to and request assistance or does Goodell want to remain doing the same; which has proven to be useless?
Many questions are being raised about the social and domestic behavior of professional athletes. In the two deaths the social network media outlets have indicated that law enforcement believe that alcohol and drugs were involved in the two deaths.
Both men who died were 25 years old and had just begun their professional careers. It seems that money has become the opportunity for professional athletes to expend their free time drinking and drugging, which has led to a multitude of illicit and illegal behavioral incidences, assaults and deaths.
Law enforcement can be reactive to the behavior and crimes that professional athletes commit, but it seems that there is a communication problem between the inner circle of the professional athlete organizations and the information they aren’t sharing with the local, county, and state law enforcement agencies.
It seems reasonable and logical if the professional athlete organizations are dealing with complaints, becoming aware of behavioral problems which need to be investigated, drug testing, firearm problems, and other behavior the organization is concerned about wouldn’t they want to share this information with law enforcement and request their assistance?
Generally, if professional athletes are buying illegal narcotics from a local dealer, it is probable, logical, and reasonable that their teammates are buying from the same drug dealers. Where there is money and youth, there will be individuals such as drug dealers and financial brokers who want the athlete’s money.
Too often the athlete finds themselves in a major rut and can’t find a way out. If the professional organizations would work hand in hand with law enforcement to stop the selling of illegal narcotics and firearms this would be a proactive and positive step. Addictive behavior is common amongst professional athletes because they are always trying to find a way to enhance their performance.
Innovative And Logical
Dealing with professional athletes should and needs to be considered specialized investigations which require a specialized unit to be formed by law enforcement to deal with the problem inside the local professional teams. It makes no sense that law enforcement should be kept out of the inner circle and then be placed in the position of having to clean up the tragedies which seem to be a weekly occurrence.
Behavioral Clauses
The professional organizations should require behavioral and moral clauses, curfew requirements and places where the athlete can and can’t associate. Too often an athlete will leave practice and head to a social outlet where the mainstay of individuals at the social club, are drug users and alcohol power drinkers. Athletes become what their environment is and after being exposed to illicit behavior in that environment sooner or later the athlete will be a part of that behavior.
Instead of calling for a taxi to drive them home they find their way to their vehicles and attempt to drive home. If this is a constant behavior then sooner or later they will eventually connect with law enforcement because of behavioral issues such as driving under the influence.
Unrealistic And Unconstitutional
It seems unrealistic and unconstitutional that a professional organization could require or restrict their athlete’s behavior. However, if the death of athletes is a weekly problem then someone needs to step up to the plate and say enough is enough. The answers to the many questions, which have been raised during this NFL season, should make people shudder and wonder what are these athletes thinking.  At the present time too many athletes are having anti-social conduct disorders, drug and alcohol issues, and violence of all kinds, firearms problems, and so forth.
The Future
The secrets of the inner circle of professional team’s athletes who are engaged in illicit and criminal behavior need this information to be shared with law enforcement. In fact it should be a mandatory reporting policy and procedure. There is no confidential requirement which prevents the teams from sharing their concerns and information with law enforcement.
 In order for the professional local teams and organizations inner circle to include law enforcement in their personnel, behavioral, and criminal problems, this will require law enforcement to develop a new, creative, and innovative specialized law enforcement e.g. “Professional Criminal Investigative Athlete Unit.” This criminal investigation unit can be the funnel of information to other specialized units such as drug and vice units. This unit would be responsible for major crimes where athletes are becoming or have been involved in.
Something has to be done or the problems facing these professional athletes will continue to be a social media event. Further bystanders who are innocent who become inadvertently involved may cost them their lives.
The status of the professional athlete no longer allows them to ‘get a free pass’ when they commit a crime. No longer will the social network media individuals and organizations hold or hide a story because of who the athlete is. The belief that just because the individual is an athlete they should be treated differently than others will no longer give them the right to violate local, county, and state laws.
There needs to be an attitude that if the athlete does not abide by the organizations individual athletes contract, regulations, rules, or violate the professional athlete’s organizational conduct guidelines and rules, drug and alcohol restrictions, behavioral and other standards, the athlete will be held accountable and responsible. Suspension or fines from their team and the league office have to be significant to make others change their behavior.
If the punishment continues to be a slap on the hand professional athlete’s illicit and criminally illegal behaviors will not change. Take away their money and toys and their ability to purchase illegal drugs and firearms, vehicles, and this will deter illicit and criminally illegal behavior.
Law enforcement officials can be the resource that these professional organizations have been looking for. They may not have all of the answers, but with all of the illicit and criminally illegal behavior that a minority of the players are committing may deter others from behaving in the same manner. The athlete’s behavioral problems are out of control in professional sports and unless changes are made the problem may cause certain sports to lose their audience. Without a fan base these professional teams can’t exist.
Professional sports franchise owners want to protect their investment i.e. their players and coaches, but at some point they need to put on their business hat and not their baby-sitting hat. If law enforcement was to become involved they may be able to identify just how serious of a problem some of the above mentioned behaviors are. What do these professional teams and league organizations have to lose? To date they apparently are not doing such a good job at controlling those individuals whose behavior obviously is known to team officials as well as the league management. It is time for a change and it is necessary to make positive and successful decisions to minimize the lives that are being lost.
