In the law enforcement world the number of friends they have outside their inner professional circle probably range from zero to six. This is not based on any study, but on a reality of living in the law enforcement world. The motivation to seek friendships outside the inner professional circle must benefit the law enforcement officer or the consummation of the potential friendship doesn’t occur.

The inner professional circle has several plateaus of who your friends are and will be. The patrol officers become good friends with those they work with. Generally, the shift work they are required to work, changes every 90 days. For the most part the officers will either remain on the current shift they have been assigned to or they follow the majority of their squad to a different shift. This type of shift rotation creates relationships and friendships amongst the officers who are required to work these types of shifts.

As a detective working in a specialized unit, detectives have the opportunity to work within a group of individuals which generally are of the same personalities. The structure of working as an investigator allows them to work with one or multiple partners. These plateaus allow for friendship and comradery to develop and an inner professional circle is created. Most investigators stay within their specialized unit or receive the opportunity for advancement into a different major crime such as sex crimes or homicide.

Some of the reasons officers become friends with officers is the outside circle of individuals the officer associate with relate from a distance. Once an individual becomes a law enforcement officer his friends he once had generally no longer exist. The number of family members who use to stop by and spend time with the officer and his family no longer visit. It is part of being a law enforcement officer. People are intimidated by those who are part of the law enforcement profession.

There are the stories which are told by many law enforcement officers that once they placed the badge on their chest their so-called friends they had once regarded as a friend no longer have a desire to be associated with them and refuse to answer their telephone when they called them. Shunned by people they loved and wanted to be associated with had nothing to do with the person they are, but the profession they chose.

The officer has no control over who will be or won’t be his friend because of the profession they decided to pursue. Officers will claim that those who no longer are their friend never were their friend or they wouldn’t have behaved in the manner in which they are behaving. Other officers are more care free about their association with their past and tell those who care to listen that it is no big deal; it is their family and friends loss.

Stepping into the world (profession) of the criminal justicecommunity is like being a part of no other profession. The stress is out of this world, where the public are demanding, the administration questions every move they take, and their cohorts are their only support system. Spending time with their fellow officers on and off the job is the most enjoyable aspect(s) of their life.

There are more reasons why law enforcement officer belong to this inner professional circle. They are:

1. Family and friends who are outside the inner professional circle have an expectation that the officer must live by a higher standard than anyone they know.

2. The officer must live by a higher moral code, which they must demonstrate at all times.

3. The officer is judged in everything they do by their family and friends who are not in the criminal justice community.

4. The officer finds commonality with other officers and this is why they pursue relationships with them.

5. The officer has a sixth sense that on or off the job they have each other’s back and at any time, in time of any trouble, their brother and sister officer will be there under any and all situations to assist and protect them. This invisible bridge of what makes their relationship work is the comradery they feel and believe exists among their fellow officers.

6. Stress which is a major health issue in the criminal justice community is relieved by knowing that another officer has the same mentality in reference to their job, family, friends, activities, hobbies, and etc. and they can share or be associated with these events with one another.

7. Being committed to the same principles, belief system, accomplishments, the desire to be the best for other officers, the administration, their agency, and community.

8. Establishing credibility and reliability among other officers and the administration. Recognized for his ability to handle any situation, under any circumstances, always using his common sense, intelligence, and superior judgment.

9. After retirement, life may change for the officer, but his inner professional circle will never leave or desert him and his family. Once a part of the law enforcement community there is a lifetime unspoken commitment amongst each other.

10. The majority of the inner professional circle have the same belief in the mission statement of the law enforcement agency and continually strive to make his agency the best it can be.

It seems clear why law enforcement officers find their best friends within their inner professional circle. The requirements to become a law enforcement officer are not an easy process. Education and training prior to becoming an officer takes several years after high school to apply and take the written, physical, and oral examinations. Also, to be psychologically and physically examined to make sure their health isn’t an issue.

These multiple application steps to become an officer create the mutual foundation of entering into the criminal justice community. New recruits are required to attend a police academy which may be four to six months in length. During this time frame relationships will develop which will carry over after they graduate from the academy.

The next step in the officer’s development as a law enforcement recruit is processing through the field training system where multiple field training officers will evaluate their performance over a specific amount of time. The relationships they build with their field training officer will determine if they continue on to the next field training officer or graduate to where they complete their one year probation.

During all of the application, academy, field training process, law enforcement recruits will find themselves in awe of their senior fellow officers who have a multitude of training and experience. Senior officers who are seen as their mentors will most likely become their friend and enter the senior officer’s inner professional circle. After a period of time on the police force, the recruit will become the senior officer and have established his own inner professional circle.

The number of friends a law enforcement officer has outside his inner professional circle does not seem to matter to most officers. As long as they find homage in their established inner professional circle which incorporates their immediate family, they are generally satisfied with their socialization process and social network. The difficulties they will experience during their lifetime will not be dealt with alone. There will always be at least one or more officers from their inner professional circle present to assist them through their trials and tribulations. The sacrifices each officer gives to on

e another will only cement the strong and lasting relationship with one another.

Caring For The Health of Immigrant Children

Canada is a nation of immigrants.This is particularly evident in Canadian cities with nearly four million people born outside of Canada live in Toronto, Montreal and Vancouver alone. Toronto is one of the most culturally diverse cities in the world. As a place to experience the diversity, Canada has generally performed well: it is a peaceful, multicultural and prosperous. Too often, however, families and immigrant children are experiencing poverty, racism and poor health.

Canada agrees selectively immigrants. Those who successfully pass the selection process tend to be healthy, competent and highly motivated. TPresumably they manage to integrate. PHowever, it is now known that their health is deteriorating after they arrived here. The medical literature shows that minorities, including immigrants, often receive health care and social services of lower quality, and have poorer health outcomes. If we talk about the health of Canadian children, it is important to keep in mind that one child in five is an immigrant or child of immigrant parents. Patients who do not speak English should have access to competent interpreters to enable them to understand their carer and vice versa. We can not forget other disadvantaged groups such as Aboriginal children, children living in poverty, children with chronic illnesses or disabilities and children whose parents have drug addictions or serious mental health problems. Canada needs a national strategy for poverty reduction, better support systems and funding sources for education and early childhood care and more opportunities in disadvantaged neighborhoods. Yesterday President Barack Obama, citing using poor judgment by having an extramarital affair with his biographer, Paula Broadwell, accepted the resignation of top spy CIA Director David Petraeus. The resignation comes at a time when Director Petraeus was to testify in front of the Senate Intelligence Committee November 15, 2012, who are investigating the bombing of the consulate in Benghazi, Libyaon September 11, 2012. According to Petraeus he does not intend to testify in front of the committee at this time. Allegedly interim CIA Director Mike Morell will be taking his place and will testify in behalf of Petraeus.

The question is being raised that the timeliness of the resignation questions specifically what Petraeus may be trying to hide and is a ploy by the Whitehouse for him not to testify. The Committee must make the decision to subpoena Petraeus to testify and this is something the Committee will have to decide at a later date. However, Americans need to have closure on the Benghazi incident where four Americans were killed. New reports indicate the FBI was investigating another matter when they came across the extramarital affair.

Each time there is a scandal dealing with politicians and government officials, who are in the law enforcement profession, later cause all law enforcement's integrity to be placed in question. The average citizen generally can’t compare how the Top Spy in America somehow affects the law enforcement who works in Seattle, Washington.

Most Americans view law enforcement officials in a compartmentalized paradigm, where either they are eating donuts and drinking coffee when crime is being committed in their community or are pursuing women single or married. There is a risk to the reputation of law enforcement officers no matter what their position is.

The average law enforcement officer who has an extramarital affair is not something which the community reads on the front page of the local newspaper or news show. It just doesn’t seem that important. However, it may be something which is serious and can’t be tolerated by the community or law enforcement officials.

If a law enforcement officer has sex on his mind, then his focus is not on the responsibilities of his job; which is to protect and serve. He avoids the reality that his improper actions have consequences and sooner or later his behavior will eventually ‘leak’ out and then there will be an accounting.

The integrity of law enforcement officers is a serious issue in that there is more to the event of an extramarital affair. If those in the law enforcement profession are known as an individual who lack common sense and expends his time on the job chasing women, he will be judged and viewed as lacking integrity. He disrespects the uniform in which he wears and generally once viewed as a disrespectable and indecent human being others look down their nose at him and wonder what he was thinking. This is one of the main questions being asked of Petraeus.

Sooner or later the mud slides far enough downward where it takes everyone who is in the quagmire down the hill where at the bottom stands individuals who will hold the officer accountable for his behavior.

In Petraeus resignation, the media is talking about his wife Holly and that he has been married for 37 years. There is little known about the woman he had the affair with, nor is there any indication that she will step forward until such time that some media outlet or publisher offers her millions of dollars to ‘tell all.’ Moreover, the social media will expend hours trying to draw people out who have knowledge about the affair.

The moral majority will provide advice to others that having an extramarital affair is something which has and will be destructive if you are married. There are no winners when you are sleeping with a man or woman who is married.

The standard of whether a law enforcement officer should be held to a higher standard must be decided by the expectations of the community and law enforcement officials. If there is a ‘moral clause’ in the agreement of employment with the law enforcement agency then there must be a definition for what specifically does the ‘moral clause’ include? If there is no definition then an officer probably will not be held accountable for his extra-curricular activity, unless the improper conduct occurred while on duty.

Police integrity is a serious topic that has been the spotlight of law enforcement’s concern for the last fifteen years. Corruption and integrity are germane where corruption is basically dishonesty for personal gain and integrity can best be defined as “the normative inclination among police to resist temptations to abuse the rights and privileges of their occupation” (U.S. Department of Justice, 2005). Integrity can be measured based upon an individual’s moral principles or ethical values.

Did Director Petraeus see the value of the “Integrity which can be measured based upon an individual’s moral principles or ethical values?” In comparing moral principles and ethical values there is this thin line between these principals where the community of law enforcement officers should abide by? Here is a man for 40 years dedicated himself to the United States of America and now with a major indiscretion has lost all that he has represented across his professional and personal life.

The general attitude about who has sex and with who is demonstrated in the number of children being born out of wedlock. Currently two-thirds of children are born to mothers under thirty. Making good decisions about why and who people have sex with has diminished over the past decade. The changing in the attitudes of this new attitude comes from a multitude of reasons.

The percentage of married couples who cheat according to author Lindsay Shugerman is “…approximately 50 percent married women and 60 percent of married men will have an extramarital affair at some time in their marriage.” (Journal of Couple and Relationship Therapy, n.d.)

When taking a broad stroke of the pen when evaluating and examining the Top Spy caught in an extramarital affair, to the integrity of law enforcement officials when it comes to their integrity or to women and men having an extramarital affair may seem like a stretch. The question is, “Is it, really a stretch; isn’t there some correlation between these issues?” Isn’t the attitude of Americans being demonstrated inside the bedroom and who you have sex with is something that appears to be significantly consistent with research and morals.

Law enforcement officers, no matter if it is the Top Spy in America or the law enforcement officer working the streets in Seattle must live by a higher standard than other individuals and professions. Their integrity, reputation, morals, honesty, presentation, attitude, behavior, and other characteristics, which reflect upon them not only as individuals but as an individual who enforces the law must be above reproach.

There can be no indiscretions, there can be no excuses, there can be no missteps, and there must be a law enforcement code of morality which can never be abused, twisted, violated, or put to question. Obviously Director Petraeus no matter how honorable he was for 40 years in the United States Armed Services or married to a woman (Holly) for 37 years, he has indirectly and directly negatively affected the image of law enforcement officials. The ripple effect of his behavior will have consequences for all who wear the law enforcement uniform who serve and protect their community, especially the men and women in the CIA. The ramifications of such conduct always has a lasting affect and with the facts which came out today it appears Americans have much to learn about his behavior over the past year.

His conduct can only be viewed as extremely improper, inappropriate, and possibly dangerous as he was the leader of thousands of men and women with a magnitude of responsibilities worldwide. Instead of protecting the four dead Americans who died in Benghazi, Libya on the anniversary of 9/11, possibly being preoccupied with Ms. Broadwell, a married woman, may later be determined that his lack of leadership had something to do with their deaths. This statement is written with the hope that this isn't true, but his refusal to testify now speaks highly of what information is unknown to Americans.

In Petraeus’s personal life, his wife is also the victim here and everyone should pray that she will rise above the hurt and pain and move forward from this tragedy.

You might justify not having health insurance because of the cost; however, what is the cost going to be if you don't carry personal, or self-employed health insurance? God forbid if anything were to happen, but as we know accidents happen, our children get sick, new generations come into existence, and a myriad of other medical necessities could happen. Thank goodness we can't be thrown in jail if we can't pay our health care costs due to not being insured. About the worst that would happen is that your credit score would drop in the toilet and you might get sued by your creditors. It's a no-brainer; the premiums for health insurance go up in direct proportion to the cost of health care going up. Health insurance companies are not run by the government in the United States, but they are regulated at the federal and state levels. If health insurance companies were not regulated, we might be forced to pay even higher premiums than we do. How do we find the best buy in health insurance when we are self-employed? Readers, you will need your truth glasses and maybe some straps to help keep them upon your brow as CNJ, particularly, this author has learned of yet more than just corruption going on in our own heartland, the Geo-location, Ohio. Before your eyes, you will see and be reminded of what the justice system, power and potential corruption, frivolous lawsuits and ugly crimes all have in common and be warned now, an image following this opening paragraph will be graphic in nature, so if you are under 18 or have some sort of hang up or opposite view of this, stop right here, right now and if you are only reading this article just to see it, then be gone as well as this is not an entertainment platform, we are criminologists who take these items very seriously and our readers are entitled to know the truth about what is going on in their own homeland and abroad, so with that said and out of the way, let’s turn our attention to Steubenville, Ohio that according to http://www.ci.steubenville.oh.us/ is:

Steubenville, the county seat of Jefferson County, sits on the banks of the mighty Ohio River and is a city steeped in rich history and tradition. In almost every region of the world, crime continues to plague and disrupt the lives of citizens, crimes such as theft, burglary, assaults and the like are probably too common and most often overlooked unless there is something rather heinous attached to its title, such as “A woman today was beaten to death and found along the railroad tracks” at which point, the thought of the crime raises eyebrows. Police corruption, frivolous law suits, crimes being defended in cover ups and deceit are also common in certain places in our society. In Steubenville, one would think it would be no different, especially when the laws that govern that area include marking known (registered) sex offenders, (http://www.city-data.com/soz/soz-43952.html) this is significant in that it demonstrates how “serious” the region is about protecting its citizens, with one nationally known flaw, a rape case where the alleged perpetrators used digital media to capture and produce the images into social networks, including You Tube and Twitter and yes, this comes with several twists and turns, finger pointing and blame but in its core, a crime in a town that refuses to believe its eyes and the alleged perpetrators family threatening law suits against anyone who reports on this case or reshares the names or media used by themselves initially, including bloggers and truth reporters.

To be clear, the perp’s are pissed at people reporting and sharing things that they themselves made public and are threatening to sue anyone who speaks or repeats those images or names about this case, in particular bloggers about crime and truth. Considering this case involves juveniles, I can also appreciate the need to protect the names of those persons, however, those names are already publicly known, thanks again to digital media and the law suits has drawn more attention than the victim herself, truly sad. When this case was brought to the attention of this author, including the reported story about what happened inside this quaint and pretty little town, a long discussion took place, not about whether or not to rewrite and reshare the particular story of the case, that research will be left up to our readers with little more than an overview here, but in particular what it is that is actually being contested by the families of the alleged perpetrators and before this goes further, I will remind our readers a more important person is missing in this whole equation, the victim who was humiliated on several national platforms, along with the actual rape taking place itself, this is not healthy for the victim to have this going on and on as far as the psychological impact, but it is healthy for the justice system, which should be throwing the perpetrators in prison instead of focusing on the right of freedom of speech.

First, the background about this case: August 24, 2012 around the border of Pennsylvania and Ohio in a sports minded town, reports began unfolding of charges pending that included Rape and Kidnapping against two 16 year old boys, who just happened to play for “Big Red” High School. The alleged incident happened at a party where their victim was: Urinated upon and possibly drugged or at the very least had consumed something that made her “disoriented and confused” when her parents finally got to her at the hospital. Facts that solidified what had allegedly occurred, included several transmissions across social platforms, like twitter, where several followers of the boys and comments followed, including some nasty references to the girl’s position and condition.

Here is where this crime and situation gets out of hand, I myself can appreciate that families would want to protect their children in the event of items such as these but have to question their motives when they decide to pursue law suits against persons who report on the very same things that have drawn national attention, in particular citing Jane and John Does in their claim, bloggers who have, in plain English, hurt their reputation by doing what they love and letting the public be informed, much like the sex offenders registry, yet that entity isn’t being pursued. Rights such as “Freedom of Speech”, “Freedom of Expression” are only the first two that come to the forefront of thinking about how difficult it will be for them to attack those very freedoms upon the defendants. The next item that comes to mind, once the perpetrator’s shared those items with their buddies (known or not personally) on a social platform, the information contained becomes open to the public and cannot be controlled as to where it ends up, who can guarantee that anything on the internet is “gone” once deleted or “taken down”, no one for there are too many computers around to guarantee it can be done or that it can be stopped, not to mention the bits of data spread throughout several severs or the free programs that allow persons to download the video’s reformat them into new file form and then share them abroad, but that is another article to be processed. The perpetrator’s families have decided to sue against those reasons and some other miscellaneous items, again, with the availability of the news on this, the research into this case is also open to the public and we here at CNJ are disgusted that any court room in any part of the country, would allow this type of challenge to go on, when it is NO secret of what occurred, including major media outlets that have also reported upon this.

Lets take a moment to see what Ohio Law says about Digital Media and using it in the same platform applied to the young lady who suffered this crime, in the Ohio Revised Code, 2907.02 (http://law.justia.com/codes/ohio/2006/orc/jd_290702-875f.html) it states:

§ 2907.02. Rape.

(A) (1) No person shall engage in sexual conduct with another who is not the spouse of the offender or who is the spouse of the offender but is living separate and apart from the offender, when any of the following applies:

(a) For the purpose of preventing resistance, the offender substantially impairs the other person's judgment or control by administering any drug, intoxicant, or controlled substance to the other person surreptitiously or by force, threat of force, or deception.

(b) The other person is less than thirteen years of age, whether or not the offender knows the age of the other person.

(c) The other person's ability to resist or consent is substantially impaired because of a mental or physical condition or because of advanced age, and the offender knows or has reasonable cause to believe that the other person's ability to resist or consent is substantially impaired because of a mental or physical condition or because of advanced age.

(2) No person shall engage in sexual conduct with another when the offender purposely compels the other person to submit by force or threat of force.

(B) Whoever violates this section is guilty of rape, a felony of the first degree.

In regards to the media that was “shared”, this author thinks maybe the courts should also consider this law for pondering, including the alleged perpetrator’s family when it comes to their own Son’s misguided actions on the internet, where in it states:

2907.322 Pandering sexually oriented matter involving a minor.

(A) No person, with knowledge of the character of the material or performance involved, shall do any of the following:

(1) Create, record, photograph, film, develop, reproduce, or publish any material that shows a minor participating or engaging in sexual activity, masturbation, or bestiality;

(2) Advertise for sale or dissemination, sell, distribute, transport, disseminate, exhibit, or display any material that shows a minor participating or engaging in sexual activity, masturbation, or bestiality;

(3) Create, direct, or produce a performance that shows a minor participating or engaging in sexual activity, masturbation, or bestiality;

(4) Advertise for presentation, present, or participate in presenting a performance that shows a minor participating or engaging in sexual activity, masturbation, or bestiality;

(5) Knowingly solicit, receive, purchase, exchange, possess, or control any material that shows a minor participating or engaging in sexual activity, masturbation, or bestiality;

(6) Bring or cause to be brought into this state any material that shows a minor participating or engaging in sexual activity, masturbation, or bestiality, or bring, cause to be brought, or finance the bringing of any minor into or across this state with the intent that the minor engage in sexual activity, masturbation, or bestiality in a performance or for the purpose of producing material containing a visual representation depicting the minor engaged in sexual activity, masturbation, or bestiality.

(B)(1) This section does not apply to any material or performance that is sold, disseminated, displayed, possessed, controlled, brought or caused to be brought into this state, or presented for a bona fide medical, scientific, educational, religious, governmental, judicial, or other proper purpose, by or to a physician, psychologist, sociologist, scientist, teacher, person pursuing bona fide studies or research, librarian, clergyman, prosecutor, judge, or other person having a proper interest in the material or performance.

(2) Mistake of age is not a defense to a charge under this section.

(3) In a prosecution under this section, the trier of fact may infer that a person in the material or performance involved is a minor if the material or performance, through its title, text, visual representation, or otherwise, represents or depicts the person as a minor.

(C) Whoever violates this section is guilty of pandering sexually oriented matter involving a minor.

So, let’s review, Steubenville Ohio, when one goes to their “home page” to see what might actually be there waiting for them, they will see a serene setting, feel welcome to the home of 20,000 persons and maybe think it is a quiet and quaint little town, but in reality and not including a track record of corruption in their own police departments (http://www.northcountrygazette.org/2007/12/26/judicial-retaliationohio-style/)

a place where the most attention given is to those who report the same truths as revealed here, within this article and themselves being sued by a family, who in this author’s opinion is ignorant and confused themselves about what their boys did to a young lady, which is truly sad as the victim (who shall remain nameless) and her family (who shall also remain nameless) are under the most stress as this will carry far into her future, establish a vexing curtain against a pure soul in a bad situation where not just the crime of rape or distributing a media condusive to child pornography, but should also be charged with bullying, aggravated sexual assault and countless other charges insuring that this quaint, quiet football town realizes that there is more at stake than a simple football program’s reputation or a school’s hero’s or even a boys right to have the media they posted taken down. There are real lives, real hurt and real problems and I for one stand with the bloggers being sued in support of their rights to the defense of the freedoms mentioned in this article, note: Should the alleged perpetrators wish to include this author in their guise to intimidate or punish persons for reporting on what is known, my email address is at the top, our website is #1 in most listings and I welcome the challenge to defend our freedoms in any court platform, even if “En Pro Se”. One last thought, to “defame” someone, means in essence that someone has brought undue harm to one’s reputation by causing irreprehensible damage by transmitting falsehoods or mis-statements in regards to their character, briefly reviewing, those who have been charged are the catalyst for the reports and the undue harm to themselves, wonder how that will play out in court.
